Baseline study for a regional project spanning Kenya, South Sudan, Sudan, Ethiopia, and Somalia. The BREAC project aims to empower households and community groups toward sustainable livelihoods and dignified living through an integrated approach focusing on climate-smart agriculture, sustainable water resources, food production, marketing, income generation, and enhanced disaster management and climate adaptation capabilities.

Project Goals & Objectives: To provide baseline population-level estimates for critical outcome indicators related to livelihoods, food security, disaster risk reduction, natural resource management, and climate change adaptation across the five target countries.
Scope of Work:
- Conducted a literature review of relevant secondary data.
- Implemented a population-based household survey (PBS) across the target regions.
- Facilitated focus group discussions with community members.
- Conducted key informant interviews with local stakeholders.
- Employed adaptive ethnographic study to understand local perceptions, attitudes, knowledge, and receptivity to pre-intervention activities.
Implementation Approach:
- Utilized a mixed-method data gathering approach to benchmark log frame indicators.
- Employed adaptive ethnographic study for in-depth understanding of local contexts.
- Ensured cultural sensitivity and ethical considerations across diverse regional contexts.
Outcomes & Impact: Baseline data indicated that 95% of households in the target regions experienced food insecurity. Access to climate-smart agricultural practices was found to be 2%. Community awareness of disaster risk reduction strategies was at 15% prior to the project.
Challenges & Solutions: Challenges related to working across multiple countries with varying security situations and cultural contexts would be highlighted, along with the strategies for mitigation.
